Specific Regulations
Article 1:
The 44th
International Presidential Tour of Turkey is organised by the:

The race will be held
under the regulations of the International Cycling Union.
Article 2:
The event is open to
riders "Men Elite" and "Under 23" categories. The event is entered in the
European Calendar of UCI. The event is registered as a class 2.1 event. In
conformity with the UCI rules, points are awarded as follows for the UCI
Ranking:
- 80; 56; 32; 24; 20; 16; 12; 8; 7; 6; 5; 3 for the first 12 riders in the final
general classification
- 16; 11; 6; 5; 4; 2
for the first 6 riders on each stage
- 8 points to the leader of the general classification
Article 3:
As in article 2.1.005
of the UCI regulations, the event is open to the following teams: UCI Pro Teams,
UCI Professional Continental Teams, UCI Continental Teams; National Teams;
As per article
2.2.003 of the UCI Regulations, teams must be formed of a minimum of 4 and
maximum of 6 riders.
Article 4: Race Headquarters
At the start, the
race headquarters shall be open starting 12 April 2008 14:00, and located at
the following address: Dedeman Hotels, Yıldız Posta Cad. No:50 Esentepe
34340 İstanbul
Team representatives
are requested to confirm their starters and collect their race numbers at the
race headquarters from ( 14:00 ) to (17:00 ) on the ( 12 April 2008 )
The Team Managers'
meeting, organised in accordance with article 1.2.087 of the UCI regulations, in
the presence of the members of the Commissaires' Panel, is scheduled for ( 17:00
) at ( Dedeman Hotels / Meeting Room
Article 5: Radio Tour
The Race Organisation
will provide a "Radio Tour" service for all team vehicles, The radio sets will
be issued before the race start. Frequency will be declare by bulletins.
Article 6: Neutral Technical Support
The Race Organisation
will provide 3 neutral technical vehicles. The plates and the type of vehicles
will be declare and indicated in bulletins.
Article 7: Feeding During The Stage
Feeding will be
permitted from 50 kms after the "Real start" until 20 kms before the Finish
line. All such feeding from team vehicles must be behind the car of the
Commissaire unless there are 15 or less riders in the group..
On stages ( 3, 4, 5 )
in excess of 150 kms distance there will be a marked feeding zone. Such zones
are indicated on the route details and each will be marked by a sign "BUFFET" at
the start and terminating at the sign "END OF BUFFET". Feeding in such zones
will only be from persons on foot who are officials of that team and from the
right hand side of the road.
Article 8: Finishing Time Limits
There will be a time
limit of 15% of the time of the stage winner daily.
The President commissaire may alter this time limit in consultation with the
Race Direction. Any such change will be announced before the start of the stage.
Article 9: Classification
a)
Mountains Classification
The following points
will be awarded for each category of counting climb:
- 1st category: 10 pts; 7 pts; 5 pts; 3 pts; 1 point
- 2nd category: 5 pts; 3 pts; 2 pts;
1 point
The general
classification will be decided by totalling the points scored on all the
counting climbs. The leader of the classification will wear a RED jersey.
In accordance with
article 2.6.017 of UCI regulations, in the event of a tie in this classification
the following criteria shall be applied until the tie is broken:
1.
Number of first places in the highest category climbs
2. Number of first places in other climbs.
3. Final general classification by time
To receive the prizes
for this general classification, each competitor must have completed the whole
course of the race within the time limits as set by the race regulations.
b)
Points Classification
The points
classification will be decided by totalling the points awarded in each of the
stages and in the intermediate sprints.
Points are awarded
for each intermediate sprint as detailed in the stage details in the race
manual:
5 pts; 3 pts; and 1 point
for the first 3 riders placed.
Points are awarded
for each stage finish: First - 15 pts;
2nd - 14 pts;
3rd - 13 pts;
4th - 12 pts;
5th - 11 pts;
6th - 10 pts;
7th - 9 pts;
8th - 8 pts;
9th - 7 pts;
10th - 6 pts,
11th – 5 pts,
12th – 4 pts,
13th – 3 pts,
14th – 2 pts,
15th – 1 point.
The leader of the
classification will wear a GREEN jersey.
In accordance with
article 2.6.017 of UCI Regulations, in the event of a tie in the individual
general classification by points, the following criteria shall be applied until
the tie is broken:
1. Number of stage wins.
2. Number of wins in the intermediate sprints which count towards the
points general classification.
3. Final general classification by time
To receive the prizes
for the general classification, each rider must have completed the whole course
of the race within the time limits set by the race regulations.
c)
Team Classification
In accordance with
article 2.6.016 of the UCI regulations, the team classification for the day
shall be calculated on the basis of the sum of the three best individual times
from each team. In the event of a tie, the teams are separated by the sum of the
places acquired by their best three placed riders on the stage. In the event
that the position is still tied, the teams are separated by the placing of their
best placed rider for the stage.
The team general
classification shall be calculated on the basis of the sum of the three best
individual times from each team in each stage ridden. In the event of a tie, the
following criteria shall be applied in order until the teams are separated:
1.
Number of first places in the daily team classifications
2. Number of second places in the daily team classifications etc.
In the event that the
position is still tied, the team are separated by the placing of their best
placed rider in the individual general classification.
Any team reduced to
fewer than three riders shall be eliminated from the team general
classification.
d)
Turkish Beuaty Sprints Classification
Points are awarded
for each Turkish Beauty Sprint as detailed in the stage details in the race
manual: 5
pts; 3 pts;
and 1 point for the first 3 riders placed.
The leader of the
classification will wear a TURQUOISE jersey.
In the event of a tie
in the Turkish Beauty Sprints Classification, the following criteria shall be
applied until the tie is broken:
1. Number of stage wins.
2. Number of wins in the Turkish Beauty Sprints.
3. Final general classification by time
e)
Time Bonuses
Time bonuses which
will apply only to the individual general classification are awarded on all
stages and will be awarded for the stage finish as follows; 10, 6, 4 seconds to
the first three riders.
f)
Individual Classification
The individual
classification by time is decided by the time of each rider on each stage, less
any bonuses and plus any penalties. The rider with the lowest aggregate time
being the winner. The leading rider in this classification will wear a YELLOW
jersey.
In accordance with
article 2.6.015 of UCI Regulations, in the event of a tie with two or more
riders having an equal time, the following criteria shall be applied until the
tie is broken: The placings on each stage shall be added to decide the winner
and, as a last resort, the place obtained on the last stage ridden shall be
taken into consideration.

The Funds of End of
Career (CPA) % 7; The Council for the Fight Against Doping (CFAD ) %2
In consequence, the
organiser of the race are authorized to collect those % 9 of real prizes to the
prizes Money paid to the riders.
Article 11: Anti-Doping Tests
The use of any form
of drugs, as defined in UCI Regulations, is prohibited. Anti-Doping Controls may
be imposed during the race and competitors MUST check daily to see if they are
required for the Control. A notice will be displayed close to the race finish
and at the Control stating which riders are required. UCI Regulations relating
to Controls will be strictly applied. Any Controls imposed will be in the race
headquarters hotel of that stage finish.
Article 12: Official Awards Ceremonies
The first three
riders on each stage and the leader in each classification must attend the
protocol ceremony at the stage finish and also to attend the press conference
that follows, daily. Riders required for the ceremonies must report to the
Podium by the finish line immediately that they have completed the stage and may
not depart from the Podium until released by the race organisation. Riders not
attending the respective ceremonies will be penalised.
Article
13: Penalties
The UCI scale of
penalties is the only one applicable.
All punishments and
penalties shall count against individual general classifications. They may,
depending on the gravity of the infringement and if so decided by the
Commissaires Panel, be applied to the individual stage classification.
Article
14: Teams:
The team managers
represent their teams and responsible for all their activity from a technical
point of view and also for their dicipline. Team vehicles which travel with the
race will be driven in convoy order determined by the classification of their
leading rider in the general classification. All vehicles will be driven
according to the instructions of the Commissaires Panel or the race
organization. All vehicles will be driven in accordance with the traffic rules
of Turkey.
Article 15: Conduct Of Riders and Their Responsibilities:
Riders must sign on,
themselves, before every stage start at the signing on point which will be open
from 30 minutes until 10 minutes before the start time. Riders must behave in a
sporting fashion during the race and at all other times. Riders must wear the
numbers issued to them by the race organisation. These numbers must not be
folded, cut or defaced in any way and must be worn clearly visible. Riders must
wear rigid safety headgear (UCI 1.3.031) at all times when racing. Any rain coat
or similar garment that is worn must be of transparent material and the rider's
race body numbers must be clearly visible. Riders whose body numbers are not
clearly visible at all times will be penalised. Riders must comply with all
traffic rules and the instructions of police or race officials and ride so as to
keep the left hand side of the road clear to allowing the passing of race
vehicles. Riders may only exchange equipment, wheels or bicycles with members of
their own team. They may only assist riders who have suffered an accident,
puncture or other mechanical trouble who are members of their own team. Riders
may not push another rider or be pushed or receive a tow or a pull by another
rider or other person. They may not take pace or receive or take a push or tow
from any vehicle.
Article
16: Others:
For everything not
mentioned at the present Regulation, responsible to decide is the Race Director,
The Commissaires Panel and the Organizer of the race. All decisions must comply
with the UCI regulations. All persons by taking part in the race, whether as
riders, officials or in any other capacity, confirm that they accept and agree
to abide by these regulations.
These Regulations for
the 44th International Presidential Tour of Turkey are approved by the Cycling
Federation of Turkey.
